Executive Division

The Executive Division of the Office of the Attorney General performs constitutional and civic duties by providing oversight and direction. Working closely with Administrative Services, this division develops policy and managerial practices. It also coordinates efforts to work with various state agencies and the state legislature. The Executive Division houses the Communications Division.


Chief Deputy Attorney General: Natalie Laborde

LaBorde has extensive experience in state government administration, large-scale program administration, legislative affairs, intergovernmental affairs, and litigation. Prior to joining the Louisiana Department of Justice in November 2024 as Assistant Chief Deputy Attorney General, LaBorde served for nine years as Deputy Assistant Secretary and Executive Counsel for the Louisiana Department of Public Safety and Corrections, a state agency comprised of approximately 5,000 employees and an annual operating budget of $950 million.


Assistant Chief Deputy Attorney General: Harry J. "Skip" Philips Jr.

After practicing for 42 years at Taylor Porter Brooks & Phillips, Harry J. “Skip” Philips has come back to the Louisiana Department of Justice as Assistant Chief Deputy Attorney General for the Department’s Civil Divisions.

Philips is a Fellow of the American College of Trial Lawyers and is a member of the Council of the Louisiana Law Institute. He has been ranked by his peers and clients in Benchmark Litigation, Chambers USA, Louisiana Super Lawyers, and Best Lawyers in America. He was selected by his peers as "Litigation Banking and Finance Lawyer of the Year in Baton Rouge" in the Best Lawyers in America 2020 and 2022 rankings. In both 2017 and 2018, he ranked among the Top 50 Overall Louisiana Super Lawyers. He received his J.D. from Louisiana State University Paul M. Hebert Law Center and received a B.S. from LSU as well. Philips is also a graduate of the U.S. Army War College and a retired major general in the U.S. Army Reserve. Prior to attending law school, Philips was an investigator in the public corruption section of the Criminal Division of the Attorney General’s Office.


Executive Counsel: John Sinquefield

John W. Sinquefield, Executive Counsel, has been First Assistant to three District Attorneys and two Attorney Generals. He is known for successful prosecutions of Capital Murder cases and for defense of Louisiana’s Death Penalty Statues. He started as an assistant prosecutor in New Orleans, worked for the National Center for Prosecution Management in Washington D.C., and served as First Assistant District Attorney in Baton Rouge and Lake Charles for over 23 years. He has been featured in TV productions related to cases he prosecuted. He is known as an expert in the management of prosecution offices and is a past Vice President of the National District Attorneys Association.


Chief of Staff: Stormy Hambrice

Stormy Hambrice has 25 years of legal experience. Hambrice previously served as a paralegal in the Jindal administration for 7+ years. Prior to that she served as a paralegal to the Office of the Disciplinary Counsel and Kean Miller Law Firm.
