Executive Division
The Executive Division of the Office of the Attorney General performs constitutional and civic duties by providing oversight and direction. Working closely with Administrative Services, this division develops policy and managerial practices. It also coordinates efforts to work with various state agencies and the state legislature. The Executive Division houses the Communications Division.
Chief Deputy Attorney General: Larry Frieman
Larry obtained his Bachelor of Science degree in Physical Therapy from LSU Medical Center in 1985. While working as a Physical Therapist, he attended Loyola Law School and obtained his Juris Doctorate in 1992. He started practicing law in 1993 and was a partner in the law firm of Juge, Napolitano, Guilbeau, Ruli & Frieman until December 2023.
Larry served one term in the Louisiana House of Representatives from 2020 to 2023 representing District 74 covering parts of St. Tammany, Tangipahoa, and Washington Parishes. He was a member of the Civil Law Committee, Insurance Committee, and Labor Committee. Larry served as Vice-Chairman of the Louisiana Conservative Caucus and Vice-Chairman of the Louisiana Freedom Caucus.
Assistant Chief Deputy Attorney General: Harry J. "Skip" Philips Jr.
After practicing for 42 years at Taylor Porter Brooks & Phillips, Harry J. “Skip” Philips has come back to the Louisiana Department of Justice as Assistant Chief Deputy Attorney General for the Department’s Civil Divisions.
Philips is a Fellow of the American College of Trial Lawyers and is a member of the Council of the Louisiana Law Institute. He has been ranked by his peers and clients in Benchmark Litigation, Chambers USA, Louisiana Super Lawyers, and Best Lawyers in America. He was selected by his peers as "Litigation Banking and Finance Lawyer of the Year in Baton Rouge" in the Best Lawyers in America 2020 and 2022 rankings. In both 2017 and 2018, he ranked among the Top 50 Overall Louisiana Super Lawyers. He received his J.D. from Louisiana State University Paul M. Hebert Law Center and received a B.S. from LSU as well. Philips is also a graduate of the U.S. Army War College and a retired major general in the U.S. Army Reserve. Prior to attending law school, Philips was an investigator in the public corruption section of the Criminal Division of the Attorney General’s Office.
Executive Counsel: John Sinquefield
John W. Sinquefield, Executive Counsel, has been First Assistant to three District Attorneys and two Attorney Generals. He is known for successful prosecutions of Capital Murder cases and for defense of Louisiana’s Death Penalty Statues. He started as an assistant prosecutor in New Orleans, worked for the National Center for Prosecution Management in Washington D.C., and served as First Assistant District Attorney in Baton Rouge and Lake Charles for over 23 years. He has been featured in TV productions related to cases he prosecuted. He is known as an expert in the management of prosecution offices and is a past Vice President of the National District Attorneys Association.
Chief of Staff: Stormy Hambrice
Stormy Hambrice has 25 years of legal experience. Hambrice previously served as a paralegal in the Jindal administration for 7+ years. Prior to that she served as a paralegal to the Office of the Disciplinary Counsel and Kean Miller Law Firm.
