AG Murrill's Medicaid Fraud Control Unit arrests Baton Rouge woman for failing to report the physical abuse of a mentally challenged client as required by law
Attorney General Liz Murrill's Medicaid Fraud Control Unit arrested a Baton Rouge woman on August 19, 2025, for Abuse and Neglect of Adults.
56-year-old Karen Netter, of Winbourne Avenue, was arrested for:
- 1 count - LA RS 14:403.2 Abuse and Neglect of Adults (Misdemeanor)
Netter was arrested for knowingly and willfully failing to report the physical abuse of a mentally challenged client as required by the law.
At the beginning of July, General Murrill's Medicaid Fraud Control Unit arrested 34-year-old Megan Ambeau for hitting a woman with intellectual disabilities in the face with such force that it fractured her nose and she was forced to go to the hospital on November 10, 2023, arrest records revealed.
Netter was a home manager at the Harmony Center in Baton Rouge, which operates the A.B. Horn Group Home, a residential facility for persons with intellectual disabilities that specializes in the treatment of people with comorbid intellectual, developmental disabilities, complex medical, behavioral, and psychiatric support needs. The incident in question took place at the facility.
Netter failed to report abuse to the resident of the home when the incident took place.
According to the affidavit, Netter said that after the incident she received a call from Megan Ambeau where she told her she thought she broke the client's nose. Netter later stated that she was fired from A.B. Horn for not reporting the incident, notifying the social worker, or following proper protocol.
Netter surrendered at the East Baton Rouge Parish Prison.
The investigation is ongoing.
