Houma woman arrested by Louisiana Bureau of Investigation for falsifying check stubs and underreporting income to defraud the Medicaid program of more than $83,000

Attorney General Liz Murrill's Louisiana Bureau of Investigation special agents arrested a woman from Houma for Government Benefits Fraud on August 14, 2025.

The Louisiana Bureau of Investigation (LBI) received a criminal referral from the Louisiana Department of Health (LDH) regarding allegations that 33-year-old Bianca Jentrise Carr, of Houma Highlands Ct. in Houma, a Medicaid recipient, concealed her employment and income for purposes to receive Medicaid benefits.

According to the affidavit, in 2018 and 2021, Bianca Carr submitted Medicaid applications to LDH in which she claimed to have no income and was not employed. However, employment records obtained from Homewood Suites in Houma, Louisiana, verified that Carr was actively employed during the relevant periods. No renewal applications were completed or submitted during the federally declared COVID-19 Public Health Emergency in the year 2023.

Arrest records also reveal that in February of 2024, Carr began to report her employment at the Homewood Suites hotel during her Medicaid renewal process, but she began submitting falsified check stubs that underreported monthly income, concealing approximately $3,500 in actual earnings which would have rendered her ineligible to receive benefits. 

Throughout the investigation, LBI agents learned that in the period between 2021 and 2025, Carr presented false information by failing to accurately report her true income. Among other things, agents confirmed Carr had submitted falsified check stubs the underreported her income. As a result, Carr defrauded the Medicaid program of more than $83,000.

The affidavit reveals that from December 1, 2021 to present, Carr received $83,462 in Medicaid benefits: $21, 367 paid LDH and $62,094 by Managed Care Organizations (MCOs).

On July 22, 2025, LBI Special Agents interviewed Carr. After being read and waving her Miranda rights, Carr admitted to submitting older checks stubs with lower earnings when LDH ask for verification.

On August 14th, agents arrested Carr pursuant to an arrest warrant issued by the 19th Judicial District Court on charges of:

  • L.R.S. 14:70.9 Government Benefits Fraud  
  • L.R.S. 14:133 Filing False Public Records

“We’re not stopping. If you cheat the system in Louisiana, you will be arrested and prosecuted. These funds are for those who really need it," said Attorney General Liz Murrill.

Carr was booked without incident at the East Baton Rouge Parish Prison.

Her bond information is unknown at this time.

The investigation is ongoing.
